Shaping Europe's new research agenda

Le 21 mai 2012, le député européen Claude Turmes invite Maria da Graça Carvalho, membre du Parlement européen et rapporteuse pour le programme Horizon 2020, à présenter, à partir de 17 heures, le débat actuellement en cours au Parlement européen sur le nouveau programme de financement de la recherche de l'Union européenne "Horizon 2020", doté de 80 milliards d'euros, et ses implications pour les acteurs au Luxembourg.

The European Parliament is currently deliberating Horizon 2020, the new EU research framework programme with a budget of €80 billion euros. Horizon 2020 aims to merge several existing programmes and reorient European and national research and development.

The programme pursues three main priorities: generating excellent science, creating industrial leadership and tackling societal challenges. Ms Carvalho is rapporteur on the "Specific Programme" which defines more in detail the specific objectives and activities of the three parts.

During the meeting, Maria da Graça Carvalho will highlight the essentials of her report on Horizon 2020 and respond to questions from the audience. The meeting will be a unique opportunity for stakeholders of the Luxembourg Research community to get first hand information on the content of the new research framework programme and the position of the European Parliament ahead of its votes, as well as providing a valuable opportunity to articulate their specific views.

Claude Turmes, initiator of the meeting, has represented déi gréng in the European Parliament since 1999. He is vice-president of the Greens/EFA group, as well as acting as the group's energy spokesperson and coordinator for the Industry, Research and Energy Committee. He was part of the Greens' negotiating team for the last European Research framework programme (FP 7) and the European Competitive and Innovation Framework programme (CIP) and is committed to build bridges between EU research policy and stakeholders in Luxembourg.

Maria da Graça Carvalho is a member of the European Parliament since 14 July 2009 and rapporteur on the new European Research Framework "Horizon 2020". She was principal adviser of Commission president Barroso in the areas of science, higher education, innovation, research policy, energy, environment and climate change from 2006 to 2009. She is a professor at the Technical University of Lisbon and was previously minister of science and higher education and minister of science, innovation and higher education in Portugal, as well as deputy president of the Portuguese Association of Engineers.
