Lecture Series The European Union as a Global International Actor - (In-) Security in the Regions ? EU influence on bilateral and regional level (ACP, NAFTA, ASEAN and the US)

Abstract

In the ongoing debate about the power shifts from traditional industrial countries to emerging powers, the role of the EU as a recent or future global power stands in question.

Considerable academic analyses have been undertaken addressing the frameworks, institutions, processes and activities of the EU in regard to her external relations. This lecture will initially focus on  recent research perspectives of institutions and processes of the EU´s external relations” dealing with the institutional, legal and political framework of the EU´s external relations (institutions and actors involved in EU´s external policy policy-making, with a special emphasis on post-Lisbon developments, and their impact on the EU´s positions in global order, as well as into the legal framework of Europe´s foreign activities and how they might affect Europe´s positioning in the world).

It will be followed by some research on the EU as a global power: Policies, Actions, Activities and Influence of the EU´s external actions” to highlight some of the EU´s external policies, actions and activities in regard to the exercise of power/influence on a global level in specific bilateral, regional and multilateral relations and institutions (p.e. ASEAN, MERCORSUR, NAFTA, ACP, UN, FTAs, EPAs etc.), specific policies (environmental, trade, security etc.) and /or by the use of specific means (military, economical, diplomatic etc.).

The conference is part of the Lecture Series on the theme The European Union as a Global International Actor organised by Prof. Eleftheria Neframi, University of Luxembourg, Jean Monnet Chair and supported by the Fonds National de la Recherche, Luxembourg (6561254, RESCOM Scientific Events). 15 conferences are to be held from Mars to November 2014, in three parts: Institutional issues / Policy oriented approach / External perception and impact on global governance. The objective of the Lecture Series is to bring together leading specialists of legal, political economy or international relations background in order to critically assess the European Union’s external relations in a multipolar world.

Dr Astrid Boening

PhD in International Studies (University of Miami) Astrid Boening has also studied international economics and marketing at the Rome campus of Georgetown University, and Latin American economics and marketing in Costa Rica, Chile and Brazil through George Washington University, as well as at the United Nations in New York.

She is the Associate Director of the European Union Center of Excellence and visiting Lecturer at the University of Miami. Dr. Boening has worked extensively on all continents for several MNC’s in the telecommunications, air transport and finance fields.

Her research interests are geo-strategic power shifts emanating from the greater Euro-Mediterranean. She frequently presents her work internationally, and has published numerous articles on multilateralism and security in the greater Euro-Mediterranean region, as well as i.a. in Icfai's Professional Reference Book: Managing a Multicultural World: Policy and Practice, 2008; in Joaquín Roy and Roberto Domínguez (eds.), The European Union, Fifty Years after the Treaty of Rome (March 25, 1957): The EU model in the Americas, Asia and Africa, Miami: European Union Center/Jean Monnet Chair, 2008, p. 101-110; in Joaquín Roy and Roberto Domínguez (eds.), Lisbon Fado. Mr Jan-Frederik Kremer

Jan-Frederik Kremer heads the Regional Office/Program NRW of the Friedrich Naumann Foundation for Freedom in Gummersbach. He is also Adjunct Senior Associate at the Center for Global Studies, Bonn University. Before being appointed to his current position Jan-Frederik headed the research Group "Economy and Finance" at the Center for Global Studies, Bonn University where he has worked as Research Fellow and Lecturer.

He is (co-)author and (co-)editor of numerous publications on international relations, international political economy, cyber security and international trade, like: "Power in the 21st Century", "Global Power Europe, Vol I and II", "Cyber Space and International Relations", or "Innovative Capabilities and Market Performance: The European Union in International Comparison".

Jan-Frederik Kremer is an expert in international trade (policy), external commercial relations, international political economy, political education and international relations theory. He is regularly invited to present his work on major international and national conferences and meetings and he has received various scholarships and awards. In August -September 2012 he was invited to stay as visiting researcher/scholar at the University of Miami, FL. Jan-Frederik Kremer is also Co-Initiator of consultants and has conducted consultancy projects in South-Africa, the US and Germany.
